In Exodus 19, why do think God didn't want the people to touch the mountain?

In Ex. 19, the Lord is introducing the children of Israel to the concept of holiness. Setting boundaries such as this was a visual example to the children of Israel that God is separate and apart from them in His holiness. From this point forward, He begins instructing them how they might become "ceremonially holy" in order to approach Him. They, too, must become separate and apart from the rest of the world if they are to have communion with a holy God.
